Hi,
When placing FSAerodata above EDDC scenery, the LOC for runway 22 and runway 4 flies you to the East of the runway into the grass between the runway and taxiway.

The runways on default EDDC are misplaced and shifted towards the apron as you point out. In these cases, the coordinate of ILS stations is not updated, to guarantee compatibility with the layout of the stock airport.
If you keep the 3rd party EDDC scenery over FSAD entries on the scenery list, the fsAerodata ILS data is not used by the flightsim, and the problem sorted out.
